The Preference > toolbar menus are different between the Administrator client and the Notes client. totally different interface, and that's not all. I added custom icons to my Notes client after discovering it did not inherit my custom icons from R7. It would not "take" the icons - they would add in the "Customize" dialog window, but would not appear on the client after I closed the customize window. I tried restarting and tried under different user IDs.
Then, when I opened up my Administrator client on the same machine, ALL of the attempted icon adds had added the icon (many copies of it) to my Admin client's toolar. Interestingly, the Admin client also inherited some older custom icons from previous desktops, but not all of them. AND these older icons have R4 style graphics as opposed to the new "Martha Stewart" color themed icons (that all look the same to my bleary eyes).
So in sum, the new Notes client has a "Teflon" toolbar - they bounce off. OTOH - the Admin client has a "sticky" toolbar - give me your tired and weary icons, sez it. I get the feeling that the Admin is NOT an Eclipse application but Notes is.
PS - I have Notes 8 installed on my laptop at home and it's a bit more consistent, did NOT lose my icons and it even has a better looking workspace - no goofy Blue tabs bar at the top. Same installer, different experiences. Both PCs had multiple Notes upgrades starting from R5 on them. the desktop at Work is XP Pro, and the laptop at home is XP home.
